The Institute for Development and Research Alternatives (IDRA), began the fieldwork for the "Local Governance Mapping" in the 20 south municipalities (Cluster 3). From 12-23 December 2016, in each of the municipalities we conducted two main activities:

• Meetings / Discussions with the Mayor of the Municipality, the Chairman of the City Council, Directors of the Departments of Finance and Budget, Economic Development, Works and Public Services, and with the responsible Coordinator for Public Notices and Information;
• Discussions with focus groups in every Municipality, composed of key representatives of several municipal departments and administrators of administrative units.

These meetings aimed to obtain an in-depth opinion from the aforementioned groups about the municipal administration regarding the effectiveness, operation, accountability, transparency, and citizens’ engagement in the decision making process.
