The study, both qualitative and quantitative in terms of the research instruments employed, aimed at evaluating current budgetary processes, the level of involvement of the community in local budgetary procedures as well as potential trends in the budget contents in the Municipality of Shkoder and Pogradec. Findings for this study were based on information gathered through a survey with local citizens, interviews with local administration officials, members of the local municipality councils, representatives of local civil society as well as local media representatives.
